smart numbers putting them on cars

i just found some decals on a website but dunno how to put them on a car when i choose it its huge takes over the whole car also i been looking at other peoples cars in the results page and they got smart numbers on theres like bennys 219 or dalags name or dannys name looks like its tearing out the car where do u get them and put them on the car any help will b great cheers

o and im using jasc paint shop 9

I think I used to resize the decals in paint and then copy them across to PSP. I can't really remember though, it's been a good 3 years since I painted a car with decals!
